URGENT ACTION: Paramilitaries Stigmatise Human Rights Workers in Barrancabermeja and Magdalena Medio

The Espacio de Trabajadores y Trabajadoras de Derechos Humanos [Human Rights Workers Space], based in Barrancabermeja rejects and denounces to national and international community the stigmatisation of our member organisations by paramilitary chieftain Rodrigo Pérez, alias Julián Bolívar.  Pérez is Commander of the Bloque Central Bolívar of the [national paramilitary alliance] Autodefensas Unidas de Colombia – AUC.

Given the seriousness of this assertion, the below-signed organisations declare the following:

1. We reaffirm that the objective of our work is to create the conditions in which peace can be built in the region, where the right to a dignified life is guaranteed for all inhabitants.   Consequently, we support at all times behaviours and actions directed towards strengthening a peaceful resolution of conflicts and respectful political. In that sense, we support the demobilisation of the AUC and we desire that this should be a contribution towards the achievement of regional peace, through truth, justice, reparations for the victims and the guarantee that violent actions will not be repeated. 

1. Nevertheless, we reject and criticise the current process when it is oriented to other objectives.  That is what seems to happening when the free testimony of AUC commanders are treated as truths in the media; when they try and justify their crimes against humanity; when crucial facts and those responsible are hidden; when ill-gotten riches are hidden; and when the AUC tries to present itself as the victim; rather than the party responsible for carrying out atrocities.   We reject the process of demobilisation of the AUC when we find that in our region supposedly ‘demobilised’ AUC paramilitaries are still threatening, carrying out extortion, robbing gasoline, and trafficking in arms and drugs.

1. We also reject this process of demobilisation when we see enormous quantities of money being used in certain political campaigns, and when we know that these campaigns by parties whose members and leaders are under investigation by the Supreme Court of Justice for their links with paramilitarism. They go out and about campaigning and selling favours. When this happens, we can see that the objective of the AUC demobilisation is far from noble, signifying a change in direction; rather it is for perverse ends, seeking to capture Magdalena Medio as a prize for the paramilitaries in the coming October elections, justifying their actions. This would inaugurate a new criminal structure directed against anyone who does not agree with their aims.

1. This it seems was the purpose of señor ‘Julián Bolívar’ in his declaration.  He is trying to get the justice system and public opinion to believe that our organisations, who have worked to build a State of Right [ rule of law], through our defence of human rights and a dignified life, are organizations that support what he calls “armed marxism”. This assertion tries to divert public opinion from the atrocious acts they have committed and to pace a screen over the violations they have committed that, thanks to the persistence of the victims’ families and our organisations have not been forgotten.  They try and persecute us politically using the power of the State to criminalise us and so leave no one to defend human rights and a dignified life.

We want a country at peace, we want that this irregular internal war should end, a war that has left more civilians dead than combatants. We want guarantees for investment in our region and guarantees of work. We want our region to be rebuilt, it has been laid waste by the war, leaving in its wake thousands of widows, orphans, wounded, displaced, kidnapped, campesinos without land or work. We want that the end of war should also be the end of revenge and retaliations. We want that there be political adversaries of the right, centre and left and that all their lives be respected, without regard to ideology, creed, gender or race.

We do not want revenge and retaliation between the armed groups. But we do want to know the truth of what happened in the city of Barrancabermeja and the Magdalena Medio region, that is, we want to know the involvement of the State, of public officials, of the judicial arm, of the public forces [police and army], and political and economic leaders in the crimes against humanity committed by the AUC, and their link with the criminal acts that even now are taking place in our region.

We also want justice and for that reason we support as social organisations the work of the Supreme Court of Justice and all officials who in their behaviour construct a State of Right.

And we want reparations, we want to reconstruct the region, make our soil productive, halt the voracious multinational corporations, increase employment, rationally exploit our natural resources and consolidate a dignified life for everyone living here.

Finally, we want to build new social relations, a new regional society, in which the crimes against humanity that we have suffered are not repeated, that the power of money, business cunning and the search for fame are not valued more than human beings. Life and dignity are the most sacred things that we have and they are not negotiable.

WE INVITE PUBLIC OPINION; local, regional and national GOVERNMENT and the INTERNATIONAL COMMUNITY to:

consider with a critical eye the current situation in the demobilisation process of paramilitary structures in the framework of the Justice and Peace Law;

demand the truth;

demand guarantees that there is no repetition;

be present and accompany the social organisations in their work for human rights and in defence of  Magdalena Medio.

ACCIÓN  URGENTE

El Espacio de Trabajadores y Trabajadoras de Derechos Humanos, con asiento en Barrancabermeja denuncia y rechaza ante la comunidad regional, nacional e internacional, los señalamientos de que fueron objeto organizaciones pertenecientes a esta Coordinación por parte del jefe paramilitar Rodrigo Pérez, alias Julián Bolívar, Comandante del Bloque central Bolívar de las Autodefensas Unidas de Colombia – AUC, quien en su versión libre ante un Fiscal de Justicia y Paz acusó a la USO, Credhos, La Corporación Desarrollo y Paz del Magdalena Medio, la OFP y la ACVC de "actuaciones criminales al servicio del marxismo armado".

Dada la gravedad de estas afirmaciones, las organizaciones y entidades que firmamos este documento, nos permitimos hacer saber ante la opinión pública, lo siguiente:

1. Reafirmamos que el objetivo de nuestro trabajo es crear las condiciones para construir una región en paz, donde se garantice el derecho a la vida digna de todas y todos los pobladores que habitan en nuestro territorio. En consecuencia, todo comportamiento y acción que se oriente hacia el fortalecimiento de la civilidad, la resolución pacífica de los conflictos y el debate político respetuoso es y será apoyado en todo momento. En tal sentido, respetamos el proceso de desmovilización de las AUC y deseamos que sea una contribución seria hacia el logro de la paz regional, a través de la verdad, la justicia, la reparación y la garantía de no repetición de acciones violentas.

1. No obstante, rechazamos y criticamos este proceso, cuando se orienta hacia otros propósitos. Tal parece ser lo que está pasando, cuando en las versiones libres de los comandantes de las AUC, se dicen verdades a medias: cuando se trata de justificar los crímenes de lesa humanidad; cuando se ocultan hechos y se ocultan responsables; cuando se ocultan riquezas mal habidas, y con todo ello se pretende mostrar a las AUC como víctimas, y a las víctimas de las atrocidades que ellos cometieron como victimarios. Rechazamos el proceso de desmovilización de las AUC cuando encontramos que en nuestra región se sigue amenazando, extorsionando, robando gasolina, traficando con armas y estupefacientes, y que estos hechos son cometidos por desmovilizados de las AUC. También rechazamos este proceso de desmovilización cuando vemos enormes cantidades de dinero que son utilizadas en algunas campañas políticas, y cuando conocemos de partidos políticos cuyos miembros o cúpulas son investigados por la Corte Suprema de Justicia por sus vínculos con el paramilitarismo, y siguen ahí, haciendo campaña, y siguen ahí, vendiendo avales. Cuando esto pasa, vemos que el objetivo del proceso de desmovilización de las AUC deja de ser noble para la sociedad y cambia de rumbo, orientándose hacia fines perversos, como buscar que la sociedad del Magdalena Medio premie a los paramilitares en las próximas elecciones de octubre, justifique sus acciones y con ello se abra paso una nueva estructura criminal contra toda persona que no comparta sus fines.

1. Este parece ser el objetivo del señor ‘Julián Bolívar’ en su declaración. Pretende hacer creer a la justicia y a la opinión pública, que nuestras organizaciones que han trabajado por la construcción de un Estado de Derecho, a través de la defensa de los derechos humanos y de la defensa de la vida digna, son organizaciones que apoyan lo que él llama “el marxismo armado”. Esta afirmación solo pretende desviar a la opinión pública sobre los hechos atroces por ellos cometidos y pasar de agache frente a los crímenes de lesa humanidad que ellos realizaron y que gracias a la persistencia de los familiares de las víctimas y de nuestras organizaciones no han caído en el olvido. Ellos pretenden perseguirnos políticamente utilizando el poder del Estado, para judicializarnos y evitar de esta manera que haya alguien que defienda los derechos humanos y la vida con dignidad.

Queremos un país en paz, queremos que finalice esta guerra irregular interna, que ha dejado más muertos civiles que muertos combatientes. Queremos que haya garantías para la inversión en nuestra región y garantías para quien trabaja en ella y por ella. Queremos una reconstrucción de nuestra región que ha sido asolada por la guerra irregular, dejando a su paso miles de viudas, de huérfanos(as), de liciados(as), de desplazados(as), de secuestrados(as), de campesinos(as) sin tierra y de falta de empleo. Queremos que el fin de la guerra sea también el fin de las venganzas y las retaliaciones. Queremos que haya adversarios políticos de derecha de centro y de izquierda y que la vida de todos ellos sea respetada, sin importar su ideología, credo, sexo o raza. No queremos que haya venganzas o retaliaciones entre ningún bando. Pero si queremos saber la verdad de lo ocurrido en la ciudad de Barrancabermeja y en la región del Magdalena Medio, si queremos saber cual fue el rol del Estado, de los funcionarios públicos, de la rama judicial, de la Fuerza Pública y de los dirigentes políticos y económicos, en los crímenes de lesa humanidad cometidos por las AUC y su vínculo con los hechos criminales que aún hoy seguimos registrando en nuestra región. También queremos la justicia y por eso apoyamos como organizaciones sociales el trabajo de la Corte Suprema de Justicia y de todos los funcionarios que con su comportamiento construyen el Estado de Derecho. También queremos la reparación, queremos reconstruir la región, hacer nuestro suelo productivo, frenar la voracidad de las empresas multinacionales, aumentar el empleo, explotar racionalmente nuestros recursos naturales y consolidar una vida digna para todas las personas que aquí habitamos. Por último, queremos construir nuevas relaciones sociales, una nueva sociedad regional, donde no se repitan los crímenes de lesa humanidad que hemos sufrido. Que el poder del dinero, la astucia para los negocios y la búsqueda de la fama, no valgan más que los seres humanos. La vida y la dignidad son los bienes más sagrados que tenemos y no son negociables. 

INVITAMOS A LA OPINIÓN PÚBLICA, AL GOBIERNO local, regional y nacional y a la COMUNIDAD INTERNACIONAL a considerar con mirada crítica la actual situación del proceso de desmovilización de las estructuras paramilitares en el marco de la Ley de Justicia y Paz; a demandar que la verdad y las garantías de no repetición estén presentes en él y a acompañar a las organizaciones sociales en su trabajo por los derechos humanos y  la defensa del Magdalena Medio.
